Verification required
Google Ads financial services verification in the UK: what Google checks, what the FCA checks, and where applications fail
Google will not show financial services ads to people in the UK until the advertiser is verified, and in most cases that means proving FCA authorisation or an exemption, then completing Google's own advertiser verification. The application is a form plus documents, and it fails for mundane reasons: a company name that does not match the register, an account managed by someone outside the firm, or a payments profile in the wrong name. Fix those three before you apply and the process is usually a matter of weeks rather than months.

Two different checks that owners mix up
When an owner tells me "Google wants us verified", the first job is to find out which verification they mean, because there are two and they are handled in different places.
Advertiser verification
Google's general programme. It asks who you are and who pays for the ads. Google says all advertisers will eventually be required to complete it, and some accounts are selected sooner, including those running financial services ads, according to the advertiser verification page.
UK financial services verification
A separate, UK-specific requirement. To show ads for financial services to UK users you must show Google that you are authorised by the Financial Conduct Authority or that you qualify for an exemption. Google's August 2021 notice says the requirement covers both FCA-regulated and non-FCA-regulated financial services, and the enforcement dates page gives 6 September 2021 as the UK start date.
You can be fully verified as an advertiser and still be blocked from financial ads, and you can hold an FCA authorisation and still have the account paused because the general verification deadline passed. The two run on separate tracks and both have to be done.
Who has to pass the UK financial services check
Google's UK financial services policy update of December 2022 is the clearest official statement. Advertisers promoting regulated financial services activities must be authorised by the UK FCA, or be listed on its Financial Services Register as an exempt professional firm or a recognised investment exchange, and must also complete Google's identity verification. The same page brought debt services into scope, with full enforcement from 16 January 2023, and notes that insolvency practitioners can no longer rely on regulation by a Recognised Professional Body to run debt ads in the UK.
The UK Financial Services Verification form on Google's own site lists the three applicant types it accepts. A UK FCA-authorised financial services advertiser. An exempt non-financial services advertiser with a compelling reason to appear for financial searches, such as a search engine or e-commerce platform. An exempt government entity using a .gov.uk domain. The same form has a separate request type for a firm that approves a third party's financial promotions and wants that third party verified, which is how an authorised firm brings an introducer or lead generator into Google Ads.
If you are not sure whether your activity is regulated, the Financial Services Register is the FCA's public record of firms and individuals that are, or have been, authorised. Google reads the same register. If your firm is not on it, or is on it in a different legal name, start there rather than with Google.
What the FCA side actually requires
The Google form asks you to warrant that any financial services ad placed by an approved advertiser has been approved under section 21(1) of the Financial Services and Markets Act 2000 where required. The FCA's page on approving financial promotions explains the restriction. A person must not communicate an invitation or inducement to engage in investment activity unless they are an authorised person, the promotion has been approved by an authorised person, or an exemption in the Financial Promotion Order 2005 applies. The FCA adds that a firm can only approve a promotion for an unauthorised person if the FCA has granted it permission to do so, or an exemption applies. An ad is a financial promotion, so a mortgage broker's Google ad written by me still has to sit inside that framework, and I would never run one for a firm that cannot show me where its approval comes from.
The form, the FCA contact and the email domain rule
The UK form is where most first attempts die, so here is what it checks, taken from the form itself.
- Organisation name must exactly match the FCA registration name, including capitalisation and punctuation. The form uses the words "EXACTLY match".
- UK FCA Reference Number (FRN), a 6-digit number, and an organisation address that matches the FCA registration address.
- Google Ads customer ID of the individual account, not a manager account, and a separate form for each customer ID.
- An FCA-registered contact in the Google Ads account. From 26 September 2023 a contact from the FCA-registered entity must be added to the account and must accept the invitation before the form is completed. Google's July 2023 notice says that contact must use the same email domain as the FCA-registered firm.
- Public email domains. If the firm is registered with the FCA under a gmail.com, outlook.com or yahoo.com address, Google's February 2024 update requires a new user added as a Google Ads contact that is an identical match to the FCA registered email address.
- Domains in the format example.com or example.com/subpage. Generic domains such as google.com, youtube.com or facebook.com are not allowed, and apps, videos and social pages need full URLs.
Once notified, the form says you have 30 days to start verification in Google Ads or the account will be paused. That is the line owners tend to miss because the email went to whoever set the account up years ago.
The general advertiser verification, its deadline and what happens after it
The general programme is simpler but less forgiving. Google's timelines for advertiser verification page splits accounts into two groups. If your notice carries a deadline, the account will be paused if you do not get verified by it, and the page answers the extension question with "No, the deadline can't be extended." If there is no deadline, you can keep running ads while you complete it. Either way Google says review can take up to five working days per task, and in rare cases up to 30 days.
The tasks required for verification page lists what you may be asked for. Questions about your organisation and who pays for the ads. Questions about your business operations, which Google says most advertisers will not see. Documents for the organisation, where the legal name must match the payments profile. A D-U-N-S number, which is optional, with documents required after three unsuccessful attempts. A six-digit code sent by SMS or organisation email to confirm your affiliation. Only a Google Ads account admin can complete these tasks. The same page says certain industries, including financial products, gambling and healthcare, get extra tasks such as questions about the domain's relationship with the industry.
| What you see | What it means for the business | What to do | Official source |
|---|---|---|---|
| "Your account will be paused if you don't complete advertiser verification by the deadline." | A hard stop on every campaign in the account on that date. | Have an admin open the Account page under Admin and complete every task before the date. The deadline cannot be extended. | Timelines |
| Verification status not updating after you submit | Review is still running. | Allow up to five working days. Contact support only after that. | Advertiser verification |
| Organisation name "doesn't exactly match the full legal name on the business registration document" | The payments profile name or the form entry differs from Companies House or the FCA register, including suffixes or punctuation. | Correct the payments profile to the registered name, then resubmit. | Business operations issues |
| "Updating the legal name on a billing profile immediately triggers the need for a new advertiser verification." | A rename or restructure sends you back to the start. | Plan the rename, gather the document showing the legal entity is unchanged, verify again. | Advertiser verification |
| "Reset verification" | The wrong organisation was verified or the name shown in ad disclosures must change. | An admin resets under Admin, Policy, Account, and a new deadline is issued. | Change name or ownership |
| "Eligible (limited)" on a healthcare ad | The ad can run only in the locations your certification allows. | Nothing, if the targeting matches the certificate. Otherwise apply for the missing location. | Healthcare and medicines |
Why UK applications fail, in the order I see them
The name does not match Companies House or the FCA register
Google's page on issues answering questions about your business operations is explicit. The organisation name must match the registration document, including any suffixes or punctuation, and the payments profile country must match the country on the document. "Smith Financial" on the payments profile and "Smith Financial Planning Ltd" at Companies House is a rejection. You can check what is registered for free on gov.uk, which shows company information such as the registered address and date of incorporation, and the FCA register entry should carry the same legal name. Trading names only count where they appear on the same registration document as the legal name.
The account is run from outside the firm
When a marketing consultant or a media buyer runs the account, Google wants the relationship explained and documented. The same page lists "Marketing agencies accessing the Google Ads account" among relationships that need supporting documents, such as a contract or a letter on company letterhead. The tasks page adds that someone managing accounts for others must answer Yes to "Is your organisation an agency?" and can either send the client the task link or complete it against the client's own payments profile. For UK financial services the extra rule bites harder. The FCA-registered contact with the firm's own email domain must be in the Google Ads account and must have accepted the invitation. An account with only outside logins cannot pass. This is one reason I insist that the account sits in the client's name with me added as a user, which is also how my Google Ads management engagements are structured anyway.
The payments profile is in the wrong name or the wrong country
The payments profile is what Google verifies against, so a profile set up by a founder as an individual, or by a parent company abroad, fails even when the trading business is perfectly legitimate. Google's change name or ownership page says the legal name and address in the payments profile must exactly match your government-issued ID or business registration documents, that a VAT number change indicates a new legal entity and cannot be handled as a rename, and that monthly invoicing customers must go through Google Ads support to change the legal name. If the profile is wrong, fix the profile first and only then submit the UK form.
Proof of address that is too old
Where a proof of address document is requested, Google says it typically needs to have been issued within the last 90 days. A utility bill from the start of the financial year will not do.
Gambling and healthcare: certification rather than FCA verification
Two other UK sectors need a Google certificate before ads run, and owners often search for "financial services verification" when what they actually need is one of these.
Gambling. Google's gambling and games policy says that in the UK operators of online bingo, sports betting, casino games and lotteries must be registered with the Gambling Commission and hold a valid operating licence number, while raffles and free draws must be registered with the UK Fundraising Regulator or the Scottish Charity Register. Northern Ireland is treated separately, with only state-owned or government-licensed lotteries permitted and offline gambling promotion prohibited. The destination site must show an age warning, addiction resources, terms and conditions and a footer with the licensee name and licence number. Each country requires a separate application, advertisers must recertify after any material change, and the page states that from 19 November 2026 applications move from the Help Centre form into the Google Ads account itself.
Healthcare. The healthcare and medicines policy allows UK online pharmacies with limitations if the pharmacy is registered with the General Pharmaceutical Council, and telemedicine providers if certified under LegitScript's Healthcare Merchant Certification Programme. In both cases ads and landing pages cannot promote prescription drugs, and the page says "Advertisers must also be certified with Google." Addiction services are allowed for government entities only. The prescription drug services page adds the practical rules: apply at the child account level rather than the manager account, submit a separate application per location, and if someone applies on an advertiser's behalf they must send documentation of the relationship with the licence holder. A properly certified ad is then labelled "Eligible (limited)" and runs only where the certificate allows. If you run a clinic or pharmacy, the certification question comes before anything on my healthcare PPC page can be useful to you.
Solicitors are a useful contrast. Legal services do not carry a Google certificate requirement in the UK, so a firm advertising conveyancing or personal injury work faces advertiser verification and ad policy but not a sector gate. Claims management is different because it is FCA-regulated, and a law firm with a claims management arm can find half its account treated as financial services. The PPC for law firms page covers how I separate those campaigns so a verification problem on one side does not pause the other.
What to do today, and what not to do
- Find the notice. Verification requests arrive as an in-account notification or an email to an admin. Read the deadline before anything else.
- Reconcile three names. Companies House, the FCA register and the Google payments profile must carry the same legal name, suffix and punctuation. Fix the payments profile if it differs.
- Add the FCA-registered contact. Someone with the firm's own email domain, or the identical public address held by the FCA, must be a user in the Google Ads account and must accept the invitation before the UK form goes in.
- Complete the general tasks first. The UK financial services form expects identity verification to be done or under way, and the account pause for a missed general deadline cannot be undone by the FCA form.
- Submit one UK form per customer ID, with the FRN, the registered address and the domains written exactly as the form specifies.
- Do not open a new account. Google treats false information in verification as circumventing systems, which can lead to suspension, and related accounts are suspended together.
Google's general policy page says a non-egregious violation comes with a notification at least seven days before any suspension, and the UK financial services notices repeat that at least seven days' warning is given before suspension for this policy. Use the week. It is enough time to fix a name and add a contact, and it is not enough time to rebuild an account that was closed in a panic.
Keeping it from happening again
- Keep a note of which email address Google holds for the admin, and make it a shared firm mailbox rather than one person's inbox.
- Treat any change of legal name, VAT number, ownership or payments profile country as a verification event and schedule it, because Google says each of these triggers a new verification or a new profile.
- Keep the FCA-registered contact in the account even if that person leaves the marketing side of the business.
- Store the approval trail for every financial promotion so the section 21 warranty on the form is one you can stand behind.
- Review the FCA register entry when permissions change, since Google reads the register and a lapsed permission can take ads down.

Questions people ask before hiring
Do I need FCA authorisation to run Google Ads in the UK?
Only if you advertise financial services. Google's policy requires advertisers promoting regulated financial activities to be FCA-authorised or listed on the Financial Services Register as an exempt firm, and to pass Google's own verification. A plumber or a solicitor advertising conveyancing does not need FCA authorisation, though every advertiser is being brought into the general advertiser verification programme.
How long does Google Ads financial services verification take in the UK?
Google says each verification task is normally reviewed within five working days and in rare cases up to 30 days. The UK form itself warns that once notified you have 30 days to start verification or the account is paused. Most of the delay I see comes from fixing a name mismatch or waiting for the FCA-registered contact to accept the account invitation.
Can my marketing consultant complete the verification for me?
Partly. Google lets someone managing the account answer Yes to the agency question and complete tasks against your payments profile, but your organisation's documents must be yours and the UK financial services form requires a contact from your FCA-registered firm, using your firm's email domain, to be a user in the account. The approval of the promotions themselves also has to come from an authorised person under section 21.
What happens if I miss the advertiser verification deadline?
Google pauses the account, every campaign stops, and the deadline cannot be extended. You can still complete verification afterwards and the account unpauses once it is granted, but the days lost are gone. Opening a fresh account to get round the pause risks suspension of both.
Why was my verification rejected when my company is genuine?
Nearly always a mismatch. The name on the payments profile differs from Companies House or the FCA register by a suffix or punctuation, the payments profile country differs from the registration document, a proof of address is older than 90 days, or the relationship with the person running the account was not documented. Fix the mismatch and resubmit rather than appealing the decision.
